Oregon Broadband Office Selects Tilson to Guide Award of $157 Million to Expand Broadband Access

Salem, Oregon (March 11, 2025) – Tilson, a national leader in network development and information infrastructure services, partnered with the Oregon Broadband Office to define application guidelines, evaluate submissions, and award recipients of $157 million in American Rescue Plan Act (ARPA) Capital Projects Funds (CPF) for state broadband expansion projects. Tilson was responsible for developing the review process that will ensure all awarded projects meet federal guidelines, hit financial goals, have a high likelihood of success, and best expand broadband access to unserved and underserved areas in Oregon. The first of the $157 million in funding was awarded in October 2024.

“Tilson was able to quickly stand up the application review process for the Oregon Broadband Office and get funding to projects faster thanks to our seasoned staff and expertise with federal funding initiatives,” said Adam Quinlan, Tilson’s AVP of Broadband Consulting. “Tilson has already assisted states such as West Virginia and Colorado with similar ARPA, CPF, and Broadband Equity Access and Deployment (BEAD) projects.”

For the evaluation process, Tilson scored the applicants’ proposed broadband designs, construction timelines, costs, and federal compliance based on best practices developed from its previous work with dozens of clients and grant programs, while incorporating the guidelines and priorities established by the Oregon Broadband Office. Tilson scored 63 received applications and provided final recommendations to the Oregon Broadband Office and Oregon Broadband Advisory Council, which will select and award the projects submitted by local governments, tribes, and internet service providers.

The goal of these efforts is to fund broadband projects that will best enhance internet access in locations that are unserved and underserved, leading to improved digital equity and economic opportunities in local communities.
